Recovery controls

Campaign settings stay unchanged

Guardian can recover expired diagnosis jobs and close jobs for resolved incidents. It never treats a queued campaign as a successful recovery.

Emergency stop prevents new repair actions and disables new LLM diagnoses. Work already sent to another service cannot be recalled.
